Drug addiction & prison sentences?

Its all about money, they make it nearly impossible for the con to get a job, yet require they do. Its all about money because when there is another infraction, there is another prisoner in the system, and that provides more money for the corrupt justice system to budget more cops, etc. They want re-offenses, it serves their purpose well.
