Is this an act of desperation?

Is the lowering of the rate of VAT alast act of desperation for the capitalist powers?Seems strange that on the same day they announce a lowering of VAT and higher taxes for the very rich(the same people who got us into this sh*t)that they also announce that they are going to give 10000 police tazer guns to stop"violence".Could it be that if this last ditch attempt to prop up the system that has kept the elite on the gravy train for hundreds of years by taxing the less well off till they squeak is about to go **** up they are preparing their own private"army " to quell any social unrest that may arise due to their total bloody incompetance and greed?
