It's considered ault, and possibly battery, since the contact was unwanted and offensive. This was an abusive situation and in today's "sue-happy" educational climate, the teacher would at the very least have lost her job. Probably she would have gone to jail. In 1999 or 2000, though, unless your parents raised a stink about it, probably not.
